Not all Arbiters work on such a grand scale, however many work in secret by following the ebb and flow of local politics or small-town commerce, advising individuals or businesses on the micro-level to stop conflicts before they begin. While peace is always the Arbiter's ultimate goal, they are always prepared for more direct methods of conflict resolution and are often skilled in the use of a lightsaber.
