According to the 10th Edition Rapid Deployment Rule, a unit starting the game in reserve can deploy "at any point on the battlefield that is more than 9 horizontally of all enemy models" during your Reinforcements Pass. The distance is measured from base to base (or hull to base for vehicles) on the horizontal plane—height is ignored—so a reliable nine-inch caliper is essential.
