No one remembers when the Empire was established. People say it will never end, that there is no resistance possible… But no one has prepared like the Rebellion. They have planned in secret, gathered information and sowed dissent in the districts. However, the Empire has countless advantages and will face the Rebellion with all its might. The revolution begins now.

Designed by Brendan Hansen and illustrated by Jor Ros, Unrest allows two-player games, ages 10 and up, lasting about 15 minutes. Throughout the game, both players will face each other in an asymmetrical conflict for control of five districts of the city.

Learning to play Unrest is easy, but knowing how to make the best decisions at each moment will be a challenge. On their turn, the rebel player must decide which adjacent districts to focus their attention on. The player then plays three cards, two hidden and one revealed, to try to influence those districts, according to the mission cards that have appeared during setup. The Imperial player has 4 power tokens, of which he uses 2 each turn, which allow him to reveal hidden cards, destroy cards, move cards, or block a district.

The Rebel player's deck contains cards with values ​​from 2 to 6 from four different suits (Intelligence, Disturbance, Disorder, and Supply), as well as four distraction cards. Different missions will require a certain sum of values ​​of a particular type of card to be available to free the districts. The distraction cards, on the other hand, only serve to distract the Empire.

If the Rebels manage to stack cards that complete missions in 3 or more districts, they are victorious and the Empire is overthrown. If the Empire prevents this by maintaining control of 3 or more districts until the end of the game, the Empire's rule prevails and victory is theirs. Will the Rebellion be able to complete its missions and overthrow the regime? Or will the rule of the Empire prevail?
