In 1867, Edo bakufu - the last feudal shogunate in Japan - gave Emperor Meiji the power to rule; but the Oniwaban, an undercover group of spies, still worked for the shogunate with the secret objective of protecting the shogun and gathering valuable information. The Oniwaban disguised themselves to hide and established their secret headquarters near Hanamikoji, the famous Kyoto street. In 1878, with the help of skilled female agents, the Onibawan murdered the secretary of state, which posed a serious threat to the Meiji government.

Frustrated by the mere existence of the Onibawan, the Meiji government counterattacked with its own intelligence agency. Its government funding combined with the advanced technology of the Industrial Revolution (such as electric stun guns, missile defense systems and wireless listening devices), turned the tide of the conflict and left the Onibawan severely damaged.

The struggle lasted for several decades until Japan suffered a financial depression in 1927, just before the First World War. The instability grew and the Onibawan were more active than ever; After months of secret investigations, they finally discovered the archive responsible for all that advanced technology. At the same time, the government located the secret headquarters of the Onibawan. All this led the conflict to a dramatic conclusion.
