To win, you have to achieve a good Terraform Index (TI) and accumulate victory points (VP). Your TI increases every time you raise a global parameter: temperature, oxygen level, or ocean cover. IT determines your minimum income as well as your base score. As the terraforming process progresses, more projects become viable. Anything that further promotes humanity's control of the solar system will be an additional source of PV, from founding cities to building infrastructure to protecting the environment.
