At every step, expand the city by placing business districts, residential and industrial buildings, as well as lakes, parks, and public buildings.

Then, if you manage to meet the necessary conditions, you can build special structures like resorts, gated communities, or aquariums and populate Papertown with its citizens.

Whoever places all their Citizens in the city will be the winner!
