Deploying row upon row of crossbowmen as their primary form of ranged attack would be prohibitively expensive for any House except the Lannisters. Its advantages are clear: crossbowmen can be trained to proficiency in a fraction of the time it takes to train traditional archers. Additionally, while archers need to fire massively to inflict casualties on heavily armored targets, crossbowmen can pierce armor and even thick shields simply by aiming and pulling the trigger. That said, you have to be very careful to protect the crossbowmen from any direct assault, as they don't even have normal swords with which to defend themselves in close combat. However, in the right hands, Lannister crossbowmen can take down any opponent, even those firmly behind their shields.
