From the ashes, the Phoenix shall rise again.
In 1989, following decades of political tension, the world was struck by the devastating Great Nuclear War. In a matter of days, cities were reduced to rubble, and the skies turned to fire. Civilization as it was known had vanished, and the survival of humanity rested in the hands of those still holding on amidst the ruins.

Out of this chaos emerged the ASHES Protocol—an extensive network of underground colonies and shelters designed to protect the last remaining survivors. Two years later, the struggle continues: civilians must be rescued, shelters expanded, and a society rebuilt—one capable of looking toward the future once more.

*ASHES: Blackout Protocol* is a board game in which you lead one of these colonies. You must manage its resources, protect its survivors, and contribute to the Phoenix Project—an ambitious initiative aimed at bringing life back to the surface.

Build shelters and rebuild civilization.
The game unfolds over three rounds, during which you must seize every opportunity to strengthen your colony and earn victory points. On your turn, you may choose between two primary actions: executing a protocol at your base or moving your evacuation vehicle.

When you execute a protocol, you take a survivor from your base and place them into an action slot on your personal player board. This allows you to carry out one of your colony’s core activities:

Constructing shelters: Use your colony’s strength to erect new shelters capable of housing civilians. You will gain immediate rewards, as well as valuable income at the end of each round.

Advancing the Phoenix Project: Manufacture materials and gather data to unlock upgrades for your colony, all while contributing to the grand project aimed at reclaiming the surface.

Rescuing survivors: Bring civilians in from the wasteland to your shelters to gain immediate benefits and recurring income. Additionally, each protocol provides a production bonus, which may consist of fuel, data, a mission card, or strength for your colony.

Manage your shelters and make difficult decisions
Shelters are crucial for ensuring the survival of civilians, but you must decide how to get the most out of them. Once a shelter is full, you can flip it over to its "completed" side. By giving up its ongoing resource yield, you gain a larger reward in victory points each round.

This choice forces you to weigh when it is better to keep gathering resources versus when to aim for a higher score.

Explore the wasteland with your evacuation vehicle
Your vehicle is an essential tool for developing your colony. You can spend fuel to travel to other locations on the board, transport civilians to safety, perform additional actions, and collect materials needed to support Project Phoenix.

Beyond your main actions, you can complete mission cards, craft materials, decontaminate survivors, seal completed shelters, and search for new survivors. Making the most of these additional actions is key to optimizing your turns and keeping your colony running.

Radiation waits for no one
At the end of each round, radiation spreads across the wasteland, affecting civilians who have not yet been rescued and reducing your colony's happiness. Simply building and hoarding resources isn't enough—you must act quickly to protect those still exposed to the dangers outside.

The future of humanity is in your hands
The game ends after the third round, and the player with the most victory points wins. To emerge victorious, you must strike a balance between rescuing civilians, expanding your shelters, managing resources, and advancing Project Phoenix.
